Re-enable a webhook

POST
/webhooks/{webhookId}/enable

Clears the auto-disable and the failing run, so the webhook receives new events again with the same signing secret. Events that arrived while it was disabled were never recorded and are not sent, and its endpoint-disabled deliveries stay failed. Calling it on a webhook that is not disabled changes nothing. Returns the webhook.
